Public is the simplest option when the playlist is meant to be part of your channel’s visible offering. For example, a bhajan channel might make a collection of morning songs public so viewers can find it from the channel page or search. Public visibility is not a promise that YouTube will show it in any particular search or recommendation.
Unlisted is useful when you want to send a playlist to someone without placing it on your channel or making it appear in search.
