Ask whether the plan permits sustained video egress and whether traffic is capped, metered, shaped or subject to a fair-use policy. Do not treat a provider’s advertised port speed as proof that your real route will sustain the chosen stream. Test from the provisioned machine at the intended resolution, frame rate and bitrate, preferably with the representative scene active. On Windows, you can add it to an OBS shortcut target, but OBS also says an automated or scheduled launch should use the folder containing obs64.exe as its working directory. Starting the encoder is not the same as detecting that it has failed.
