YouTube Terms of Service Changes: What Creators Need to Know

Understand the 2027 YPP module update, the 31 January acceptance date and how to check which YouTube terms apply to your channel.

YouTube’s announced YPP update takes effect on 1 February 2027, and creators who want to keep earning from affected features should accept the applicable updated modules by 31 January 2027. This is a change to feature-specific monetisation terms, not a general replacement of YouTube’s Terms of Service for every creator.

Start by checking the notice and agreements shown for your own channel in YouTube Studio. The modules that apply depend on the features you use and your account’s existing terms; a separate contract-transition notice, if you received one, is a different matter again.

First identify which agreement changed

“ YouTube terms” can mean several things. The general Terms of Service set broad rules for using YouTube. YPP modules govern particular monetisation features, while other policies cover matters such as eligible content, paid promotions, live streaming or Shopping. A notice about moving a separate partner contract to the general Terms is another distinct process.

That distinction matters in practice. If Studio asks you to accept a Watch Page Monetization Module, the action concerns earnings from its associated feature. It does not mean that every creator has received a new general service contract, nor does acceptance by itself guarantee that a channel will be monetised or remain eligible under other rules.

YouTube’s announced 2027 changes concern YPP terms and programme rules. The official YPP update describes the changes and the dates; use the current notice in Studio to confirm what applies to your account. Do not treat an old general Terms announcement, a policy clarification, or another creator’s screenshot as proof of your own contract status.

There is a historical reason people may use the phrase “Terms of Service update” loosely. YouTube’s earlier general Terms FAQ discussed facial-recognition restrictions, additional places where YouTube may serve ads, and US tax treatment of payments. Those changes took effect in the US from November 2020 and elsewhere from 1 June 2021, according to the historical FAQ. They are not the announced 2027 module update.

For a channel run as a continuous stream, keep the policy question separate from the broadcast setup question. Whether you use a computer-based loop such as OBS with a local video folder does not tell you which monetisation modules your channel has accepted. Check account records rather than infer contractual status from the tools you use.

What the announced YPP update covers

YouTube groups the announced update into several areas: Premium Lite, Shorts earnings and opportunities, entry thresholds for new YPP creators, and activity expectations for existing participants. The changes are announced for 2027, not already in effect as of the research checked on 3 October 2026. Read the full current notice before making a decision, because programme descriptions and eligibility conditions can be account-specific.

For Premium Lite, YouTube says it plans to expand the offering to all countries where Premium is available and describes creator pools based on subscription revenue. The announcement gives pool proportions for Premium Lite and Premium views; those are not a promise that an individual creator receives a fixed percentage of a particular viewer’s subscription. YouTube says Premium Lite earnings will appear in standard YouTube Premium Analytics metrics.

For the Shorts Creator Pool, the announced monthly earnings condition is maintaining 10 million qualified Shorts views over the preceding 90 days. Falling short of that threshold is not described as removing a channel from YPP or ending other YPP earnings, such as long-form video earnings. Separate Shorts programmes may also provide incentives, production credits or specific ad-placement revenue opportunities to eligible creators. These are described as possibilities, not offers guaranteed to every channel.

The announced YPP entry bar for new creators from 1 February 2027 is 1,000 subscribers plus either 8,000 qualified watch hours in the preceding 365 days or 20 million qualified Shorts views in the preceding 90 days. This entry threshold is different from the 10-million-view Shorts Creator Pool condition. Existing YPP status is not affected by the announced entry change.

YouTube also says the lower thresholds for certain earlier earning features do not change in this update: 500 subscribers and either 3,000 qualified watch hours in a year or 3 million qualified Shorts views in 90 days. The announcement names fan funding, Creator Partnerships and Shopping among those features. Do not confuse access to an earlier feature with the conditions for other YPP earnings.

The announced activity standard for YPP channels also changes from February 2027. YouTube describes activity as meeting any of the following: 1,000 qualified watch hours over 365 days, 1 million qualified Shorts views over 90 days, or uploading two long-form videos or five Shorts every 90 days. If a channel falls below the standard, YouTube says it will have an additional 90-day window to meet a watch-hours or Shorts-views activity measure.

These numbers describe different tests. One concerns entry into YPP, another the Shorts Creator Pool, another the earlier earning features, and another ongoing activity. A useful way to keep them straight is to write down the specific feature you rely on and match it to the relevant rule in YouTube’s notice. A channel that runs a folder of videos as a live stream should not assume that continuous broadcast hours automatically count as qualified YPP watch hours; verify YouTube’s definition and the figures shown for the account.

Review the applicable modules in Studio

YouTube directs creators to sign in to Studio and look for the terms notification on the dashboard or in the Earn tab. Review each applicable module and submit acceptance there. For many agreements already accepted online, the standing record is under Settings, then Agreements. The names and statuses shown for your channel are more useful than a generalised checklist, because not every channel uses every monetisation feature.

The modules identified in the announced update are the Watch Page Monetization Module, the Shorts Monetization Module and, where applicable, the Commerce Product Module. You may accept some or all of the modules. If your channel earns through long-form watch-page ads but does not use Shorts monetisation or Commerce features, the relevant agreements may not be identical to another creator’s. Confirm the set Studio presents to you instead of accepting based on another channel’s workflow.

You can make the review manageable by recording what Studio shows before acting. Note the module name, whether it is accepted or pending, the date shown, and which channel or brand account you are viewing. If you manage more than one channel, check each one separately. An acceptance on one channel should not be assumed to cover a different channel or a managed account.

A second person can help with the review, but the account owner or authorised manager should verify the final status. Keep a copy of the notice or a dated note for your records. If a module is missing, the displayed status conflicts with your understanding, or the acceptance control is unavailable, use YouTube’s own Help route and avoid guessing at the legal or account effect.

For small operators who treat a 24/7 stream as a long-running programme, it is useful to keep administrative checks separate from the content schedule. A devotional channel might have a recurring video loop and a calendar of planned updates; the calendar does not replace checking Studio. If the content is built from changing videos without ending the live stream, that operational continuity still does not establish which module governs earnings.

Put 31 January 2027 on the calendar

The announced action date is 31 January 2027. The updated terms take effect on 1 February 2027. YouTube says creators should accept the applicable updated modules by the January date to continue earning from the associated features once the changes take effect.

YouTube’s stated consequence for missing the date is specific: earnings from the affected features stop from 1 February until the applicable terms are accepted. Accepting later restores access to earnings from those features, according to the announcement. Missing the module deadline does not by itself remove a channel from YPP. This does not eliminate the need to meet other programme, content or policy requirements.

Do not leave the review to the final day. An account may have several channels, multiple modules, or a person who needs to approve the action. Set a reminder well ahead of the deadline, check the Studio notice while there is time to resolve a mismatch, and return after acceptance to confirm the status. Keep the acceptance confirmation with your normal channel records.

If your income depends on a specific feature, make that dependency explicit. For example, a channel may have long-form ad revenue, Shorts revenue and memberships. A pending Watch Page module and a pending Commerce module do not describe the same earnings stream. Marking which revenue source depends on which module helps you judge the practical consequence of delay without assuming all monetisation stops together.

Check whether a separate transition notice applies

Some partners may receive a notice that their separate contract is moving to YouTube’s general Terms of Service. That is not the same notice as the 2027 YPP module update. YouTube’s transition FAQ says the process can apply in situations such as low activity over the preceding year or infrequent use of Content Manager tools. Do not assume it applies to you unless YouTube sent a notice to the relevant account.

For affected accounts, YouTube says the transition occurs automatically. Existing channels and videos remain on YouTube, but Content Manager access and some Analytics or Content Manager reports may be lost. If you received this notice, review its instructions and download reports you want to retain before the transition. Treat the date and account identified in your own notice as controlling, rather than borrowing the 31 January 2027 YPP-module date.

The effect can differ by account role. YouTube says an owned-and-operated channel requires its managing MCN to accept the updated terms by the stated deadline, while an affiliate channel must accept the applicable modules itself. If you work with an MCN, establish who is responsible for the particular channel and confirm the action has been completed. The fact that a manager handles one type of acceptance does not settle responsibilities for every channel or agreement.

After a separate contract transition, eligible partners may apply to YPP if the programme is available in their country. This is not an automatic grant of YPP or a guarantee of monetisation. Check the current eligibility information and any requirements shown in Studio.

Keep service terms, modules and policy rules distinct

A practical record can have three columns: general Terms of Service, feature modules, and operating policies. The first concerns use of YouTube as a service. The second concerns monetisation features such as watch-page ads, Shorts or Commerce. The third includes requirements that can affect content or a particular product, such as Community Guidelines, advertiser-friendly content guidelines and monetisation policies.

YouTube’s own guidance says service use is also subject to Community Guidelines and platform policies, with feature-specific rules applying to areas such as monetisation, live streaming and Shopping. Monetisation has separate policy layers, including AdSense programme policies and YouTube monetisation policies. For paid promotions, advertiser policies may apply as well. Read the relevant official page for the feature in question; agreement to one module is not a substitute for compliance with other requirements.

That distinction also helps with recent policy notices. In July 2025, TeamYouTube said the “repetitious content” monetisation policy was being renamed “inauthentic content” to make clear that mass-produced or repetitive content was covered. It characterised the change as a clarification of the existing expectation for original and authentic YPP content, regardless of how the content was made. This was a monetisation-policy clarification, not a general Terms of Service amendment.

TeamYouTube’s 2026 posts about disclosure of AI-made or meaningfully altered content likewise concern disclosure policy and tools, not a verified general Terms revision. If you use AI-generated elements in a looping stream, check the current disclosure guidance and the notice associated with your content. Do not infer from the existence of a new label or Studio tool that a general service contract has changed.

For a practical channel review, keep evidence in separate folders or notes: the general Terms version or notice you reviewed, the status of each applicable module, and any separate policy or transition notice. This is especially useful when two or three channels share staff but have different formats or monetisation features. A channel-by-channel operating record can help you avoid treating one channel’s module status as another’s.

A live stream’s technical reliability is also separate from its contractual status. Will missing 31 January 2027 remove my channel from YPP?
